Enable quick NT shutdown

Name: EnableQuickReboot
Type: REG_SZ
Value: 1 enable

This enables a quick reboot using keystroke command Shift-Alt-Ctl-Del which uses the same API as the Resource Kit utility shutdown with the /C parameter. This forces open applications to close immediately which can cause loss of data. Not recommended.
