Use jetpack.exe to compress WINS and DHCP databases

WINS and DHCP use a costume version of Microsoft Access database, and like any database, it is subject to table fragmentation. This will cause a slow down. To alleviate this problem, WINS and DHCP databases need to be compressed using jetpack.exe. Microsoft recommends that this be done when the size of the db approaches 30M. Jetpack is a utility shipped with NT Server 4.0.
