If you are into controlling the desktop and want to prevent users from twiddling with the toolbars, you can use the following registry hacks.

This hack will prevent them from reordering items on the toolbars and even from repositioning the toolbars. It is safer to use the Disable adjusting desktop toolbars Group Policy at User Configuration\AdministrativeTemplates\Desktop.

Hive: HKEY_CURRENT_USER
Key: Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Name: NoMovingBands
Type: REG_DWORD
Value:
1 Disable
0 Enable

This hack will prevent users from adding or removing desktop toolbars and from dragging toolbars on/off docked toolbars. It is safter to use the Disable adding, dragging, dropping and closing the Taskbar's toolbars Group Policy at User Configuration\AdministrativeTemplates\Desktop.

Hive: HKEY_CURRENT_USER
Key: Software\Microsoft\Windows\CurrentVersion\Policies\Explorer
Name: NoCloseDragDropBands
Type: REG_DWORD
Value:
1 Disable
0 Enable
